Why is Action Servlet a singleton in Struts?

In Struts system, action Servlet behaves like a controller, and this controller controls all of the requests made by clients. Action Servlet depends on singleton configuration pattern as just a single protest should be made for this controller class. Various threads are made later for every user request.
